Go to Tools >> Options >> Keyboard
In "Show commands containing" textbox enter view.toggledesigner
In Press shortcut key textbox press "F7" key
Click "Assign" button and then "Ok" button.

After doing the above sets you will notice that F7 key to toggle designer mode will start working.
