its good for a site to be wc3 compliant as is the standard with the most browsers. Well if a site is not according there is every possibilty that site may develop browser compatible issues. In the interest of a site user its best to compile HTML code that confirms to wc3 standards.

Yes, it is nice to follow the w3c standards, however it doesn't ultimatively mean your website will be fully cross-browser compatible. There are some issues with how browsers render the websites, so if you don't test your site in the major browser versions while building the layout, you may end up with nice website in one but broken in another browser. So, the best would be to test it incrementally in each new layout styles you add to the website in order to ensure your website will be cross-browser compatible.
